500			_a The primary purpose of this study was to determine the correlates of the performance of the CBFM Program in the attainment of its objectives in Nueva Vizcaya. To achieve the above objectives, the study used the descriptive-correlation research method through a structured questionnaire. The data were analyzed using descriptive and inferential statistics The 0.05 probability level (level of significance) was the critical point of reference for the analyses of the study results. The study was conducted in the upland communities of Bayombong, Bagabag and Quezon, which were issued the Community-Based Forest Management Agreement (CBFMA). The 180 respondents of this study were members and officers of the three (3) People's Organization (PO) awarded with CBFM Program namely, the Federation of Vista Hills, Kalongkong and Kakilingan Upland Farmers Inc. of the CBFM-International Tropical Timber Organization (ITTO) Project, the Singian Agro-Forest Association of the Tuao South CBFM Project and the Bakir Pagbiagan ti Pagilian of the Runruno, CBFM Project. These are the direct beneficiaries of the CBFM Program. The study was conducted from the months of December 2006 to January 2007 Findings of the study revealed that the extent of the performance of the CBFM program in the study sites in the attainment of its objectives was found to be moderate. Likewise, beneficiaries who were Ilocanos and belonging to the mainstream religious denominations such as the Roman Catholic Church and United Methodist Church have higher level of attainment of the overall objectives of the CBFM program as compared to other beneficiaries of the program. Moreover, the extent of Implementation of the CBFM Program, in terms of services rendered mechanics of implementation, performance of personnel assigned to the project, significantly correlated with the performance of CBFM Program in terms of socio-economic upliftment, ecological sustainability, social empowerment, and partnership among program stakeholders, and the overall performance of the CBFM program in the attainment of its objectives. The study therefore recommend that Ilocanos and those belonging to the mainstream Christian religious denominations should spearhead the attainment of the objectives of the CBFM program in the study sites by serving as leaders that will help facilitate the implementation of the various components of the program; and to achieve a high extent of performance of the CBFM program in its totality and in every aspect such as in socio-economic upliftment, ecological sustainability, social empowerment, and partnership among program stakeholders, the inherent components of the CBFM program should first be implemented in terms of services, effective mechanics of implementation, high level of performance of personnel assigned to the project.
