This thesis presents a comprehensive proposal for the construction of a functional student lounge at Nueva Vizcaya State University, Bayombong Campus. The student lounge, aptly named "Arapaap" which translates to "pangarap" in Tagalog, embodies the hopes and ambitions of the student body. This physical space serves as a constant reminder and a stepping stone, propelling students forward on their path to achieving their aspirations. The project aims to address the evolving needs of students across various disciplines.

The methodology encompasses meticulous planning, detailed estimation, and adherence to legal. technical, social, and operational requirements. Key phases include pre-design, design. procurement, construction, project implementation, and project completion. Through rigorous structural analysis and cost estimation, the proposed three-story building is projected to cost Php 7,453,690.62 with a duration of 165 days. The design indicates conformance with building codes, thus ensuring structural integrity and safety. The significance of this project lies in its potential to enhance student welfare, foster collaboration among disciplines, and contribute to the overall campus experience.

This proposal recommends the construction of the student lounge at the College of Engineering vicinity while suggesting future studies to conduct a more comprehensive analysis to optimize resource allocation and mitigate project risks.
