The thesis proposes a two-storey multi-functional car park building at the Nueva Vizcaya Capitol compound to address local traffic congestion. The building is a two-storey structure with a roof deck, designed to serve multiple functions. Covering a total floor area of 9000 square meters (3000 square meters each floor including the roof deck), the building's ground floor features two commercial spaces that can be leased to business owners, one office, a storage room, an employee's room, parking spaces, and comfort rooms. The second floor features more parking spaces and additional comfort rooms, while the roof deck is landscaped to create a park-like environment, offering a scenic view and space for leisure activities. Designed for sustainability, the building incorporates solar panels for electricity and a green roof system to reduce the roof surface temperature and surrounding air. At full capacity, it accommodates 153 vehicles. The project budget is estimated between Php 77,106,000 to Php 115,746,000, with a completion timeline of 517 days encompassing pre- design, design, procurement, construction, project implementation, and project completion phases.

The methodology ensures compliance with building codes, emphasizing structural robustness and safety. This initiative holds significant promise in mitigating traffic incidents within the capitol's vicinity and sets a precedent for constructing PWD-friendly infrastructure in the future.

To enhance the study, suggestions include incorporating more eco-friendly practices, such as green building initiatives, and upgrading security and monitoring systems to preemptively address forthcoming challenges.
