<br/><br/> The study assessed the five-year accomplishment of the province of Nueva Vizcaya in terms of the rabies prevention and control program performed relatively low in its performance from 2001 to 2005 It only earned an average of 35.2 points out of 100 during the said period. However, the province showed an increasing trend of accomplishment as it earned 30, 36, 35, 34 and 41 points in 2001, 2002 2003 2004 and 2005, respectively The practices of responsible pet ownership among dog owners in the province of Nueva Vizcaya were also evaluated Local program implementers from the fifteen municipalities of Nueva Vizcaya were also interviewed to assess then perceptions on issues and factors relevant to the implementation of rabies prevention and control program in the local setting.<br/><br/>The study on pet ownership revealed that Nueva Vizcayanos are not responsible enough for the care and management of their pet dogs Only 42, leashed or caged their pet dogs and only 35% bring their pet animals for annual vaccination against rabies.<br/>The survey study on the implementers of rabies control and prevention program in the province showed that coordination among implementers is not yet so established.<br/><br/>The weakness of the program identified include problems on surveillance, adequacy of trained manpower to push the program and an animal bite treatment center, implementation of ordinances, supply of vaccines, absence of laboratory support and dog pounds.<br/><br/>The author concludes that more can be achieved for the National Rabies Prevention and Control Program (NRPCP) For instance there should be adequately trained manpower to push to program and an animal bite treatment center, implementation of ordinances, adequacy of vaccines supply, laboratory support and presence of dog pounds.<br/>  Thesis (Doctor of Veterinary Medicine)
