The result aimed to be a basis for integrating new ideas as formulating and developing new methods or strategies in writing instructional materials for Grade 7 learners. It involved 61 Grade 7 science teachers of Schools Division of Quirino. Specifically, the respondents were engaged in determining their demographic profile, level of competence in the 21st Century Skills in terms of learning and innovation skills, information media and technology skills, life and career skills and effective communication skills; level of implementation of flipped teaching strategies in terms of flexible environment, learning culture, intentional content, and professional educator. The variables determined the interplay towards the crafting and development of a blended instructional material. The study used an adapted questionnaire with three parts. The first part was intended for the profiling of the respondents; second part aimed to attain the data needed in the level of 21" skills of teachers; and third part was used to gather information on the implementation of flipped teaching strategies among the Grade 7 teachers to gather the needed data and information. Descriptive and inferential statistics were utilized. Data were analyzed using frequency count, mean, percentage, ANOVA, t-test and Pearson-r correlation evaluated at 0.05 level of significance.Majority of the respondents were female, and with masters degree units. It also revealed that Grade 7 science teachers exhibited high level of competence on the 21" Century Skill specifically in learning and innovation skills and life and career skills. In addition, they also demonstrated role model level of implementation of the flipped teaching strategies in the aspects of flexible environment and professional educator. Furthermore, the inferential analysis revealed that there was a significant difference on the implementation of flipped teaching strategies when grouped according to sex and school location in the aspects of intentional content and professional educator, and significant difference on the 21" Century Skills of the respondents in terms of learning and innovation skills, information, media and technology skills and life and career skills when grouped according to profile variables. There was a significant relationship of 21ª Century Skills and the implementation of flipped teaching among the Grade 7 science teachers of Quirino Province.
