<br/><br/> The study uncovered the experiences of department heads, their instructional leadership and supervision practices, and the issues and challenges they encountered in flexible learning along the different phases of instruction from planning, implementing, and evaluation stage. It aimed to develop an instructional leadership and supervision framework in flexible learning as an output to help department heads ensure that both educators and students thrive in the ever-evolving landscape of flexible learning. This study employed the case study method which was participated by 10 department heads from higher education institutions. The responses from the semi-structured interview were coded, labeled, and scrutinized using thematic analysis. The findings revealed that Department heads play a critical role in the planning, implementation, and evaluation phases of flexible learning. During the planning phase, Department heads guide curriculum adaptation and technology integration through workshops and collaborative planning. In the implementation phase, they offer continuous support, adapt pedagogical approaches, and monitor progress. In the evaluation phase, they focus on data-driven assessment, collaborative evaluation, and recognition of achievements. The study proposed the P.I.E. F.L.Ε.Χ. framework (Planning, Implementing, and Evaluation using Facilitation of learning excellence, Lifelong learning integration, Engagement enhancement and expertise expansion) to address the challenges and opportunities of flexible learning. This framework aims to guide educators toward effective teaching practices and improved student learning experiences. Recommendations include investing in professional development, prioritizing resource allocation, seeking collaborative partnerships, promoting inclusivity, and con-ducting further research on instructional leadership and supervision in flexible learning environments in higher education institutions.<br/>	<br/><br/>  Dissertation (Doctor of Philosophy - Educational Leadership and Management)
