    <subfield code="a">The study assessed the effectiveness of the rice extension service program (RESP) of a higher education institution (HEI) specifically the Cagayan State University (CSU) in terms of capability enhancement and productivity. Moreover, it determines the socio-demographic characteristic of the farmer trainee beneficiaries, level of awareness of the farmer trainee beneficiaries on rice extension service program of a higher education institution, dissemination and utilization rate of the HEI in terms of rice farming practices and technologies; effectiveness of the rice extension delivery strategies, effectiveness of the rice extension service program of the HEL. The data were gathered using structured survey questionnaire while the number of respondents was used to determine the sample size. Descriptive statistical was used in the analysis of quantitative data. Scaling technique, analysis of variance for the t-test and correlation and stepwise regression analysis were used in discussing results. A total of 187 trainees in the TVET Program of Cagayan State University serve as respondents and a quantitative method of research was used to gather data. The rice farmer-beneficiaries are aware of the RESP of HEL. There was a high dissemination rate on the rice farming technologies as component of the RESP. Extension facilitators were efficient and training facilities and training materials were available and a high utilization rate of all the rice farming technologies disseminated was observed. Rice extension delivery systems such as discussion, practical demonstration, technical briefing, IEC materials and radio programs, lectures, school-on-the-air (SOA) and SMS advisory are the most useful conveyors of the rice farming technologies to the rice farmer-beneficiaries. There was a highly significant difference between the rice productivity of the rice farmer-beneficiaries before and after the implementation of the program. It only means that the RESP made an impact in increasing the rice farmer's productivity. The result of high awareness, dissemination and utilization rates, completeness and availability of facilities, and efficient extensions workers, not all of the components of these variables had no significant relationship on the capability enhancement and rice productivity. It is noteworthy that rice productivity after the RESP significantly increased as compared to the productivity before the RESP. The few significant results such as utilization of rice key check technologies such as the use of high-quality inbred seeds, practice of synchronized planting, and post-harvest practices such as drying, cleaning and proper storage may have contributed to capability of the farmers to produce higher rice yields.
