N1  - 	In order to choose the best supplier of construction materials in Nueva Vizcaya, the research study developed a decision criteria model utilizing the Analytic Hierarchy Process method based on the preference of contractors under the 1st District Engineering Office of the Department of Public Works and Highways.

	The study made use of a survey questionnaire that seventeen cooperative company representatives, office engineers, managers, and site/field engineers answered. The criteria used in the study were based on Surajit Bag's journal "Service Supplier Selection using Analytic Hierarchy Process," which were identified as cost, quality, delivery, management and organization, and financial health. The combined pairwise comparison judgement of the seventeen contractors revealed that quality was the most critical criterion, followed by financial health, then management and organization, then delivery, and cost as the least influential criterion. The overall consistency of the pairwise matrix in applying and performing AHP was acceptable, with an inconsistency of 0.00464 less than 0.1.

	The study also found the respective weight of suppliers based on the alternatives profile for pairwise comparison applying the overall combined decision criteria and concluded that supplier D is the best supplier while supplier A is the least preferred supplier for construction materials.
