This study aimed to determine the relationship between the instructional competencies using the results of the respondents' individual performance commitment review ratings, and psychological traits as to self-efficacy, resilience and human relations of secondary science teachers of southern Nueva Vizcaya. Moreover, an educational intervention is also formulated based on the findings of the study.

The questionnaires were distributed to the respondents identified through purposive sampling technique after getting permission from the Division Office and from the 28 secondary school principals of the southern Nueva Vizcaya.

Both descriptive and inferential statistics were used in this study. Descriptive statistics such as the mean was used to determine the level of perceived psychological traits of the respondents in terms of self-efficacy, resilience and human relations as well as the level of competencies through their overall Individual Performance Commitment Review ratings. Correlation coefficients were determined to identify the relationships between and among the psychological traits and their ratings in the Individual Performance Commitment Review ratings.

Based on the results of the study, it has been shown that the levels of psychological traits of the respondents is very good and in their instructional competencies rating the respondents are qualitatively described as satisfactory. The three psychological traits of the respondents showed that human relations have an assumed effect on their level of self-efficacy and the level of resilience of the respondents in terms of vision and determination, instructional and disciplinary self-efficacy, and human relations have an effect on their level of performance.
