This study focuses on the School Grievance Committees in Public Secondary Schools of Quirino, school year 2003-2004, as evaluated by teaching and non- teaching personnel.

Specifically, this study sought to determine and describe the demographic profile of respondents in terms of age, gender, civil status, position, monthly salary, educational attainment and religion, the level of awareness of the respondents on School Grievance Committee, the respondents' object of grievances and the intensity of these grievances, and comparison between the level of awareness of respondents when grouped according to different variables.

This study was conducted among the ninety (90) teaching and ten (10) non

teaching personnel from the eight randomly selected complete public secondary schools in the Division of Quirino.

The researcher constructed the data gathering instrument, which, in turn, was content validated by experts and then a tryout questionnaire was administered before being answered by the actual respondents

From the study, it was found out that out of the 100 respondents, 46% were within the age bracket of 30-39, 41% were 40 and above and 13% were below 29 years old.

There were 73% female and 27% male respondents, 85% were married, 10% were singleand 5% were widowed. Of the respondents, 80% were holding teaching positions, 10% comprised the administrative staff, 6% were substitute or local school board teachers and 4% were Master Teachers. As to income, 61% of the respondents had a monthly salary of over P10,001 and the remaining 39% less than P10,000 monthly salary. As to educational attainment, 56% of the respondents had master's or doctoral units, 24% with Bachelor's degree and 20% were master's or doctoral degree holders. As regards religious affiliation, 62% of the respondents were Roman Catholic, 15% were Protestants, 6% were Iglesia ni Cristo and the rest or 17% belong to other religion or denominations (Independent, Assembly of God, Bom Again etc.).

The weighted mean score on the level of awareness of respondents on School Grievance Committee was described as "moderately" aware.

From the research, there were no significant differences in the level of awareness

On the School Grievance Committee among the respondents when grouped according to the different variables. However, significant differences were observed on the intensity of subjects/objects of grievances as perceived by the respondents and physical working condition was significantly higher and this ranked first among the level of intensity of subjects/objects of grievances.

Based on the research, it is recommended that teaching and non-teaching personnel are encouraged to increase their level of awareness on the importance of the establishment of School Grievance Committee, Furthermore, clientele of School Grievance Committee may be properly oriented as to whom their grievances and the guidelines in doing so may be refereed. Moreover, high-ranking officials may devise ways or monitor records of the school whether new DepEd Rules of Procedure wasdisseminated and properly implemented by the people concerned as well as implement a better and effective means of information drive and systematic dissemination about the policies and programs of the Department of Education.

It its also recommended that physical working condition in the workplace may be improved as a means of delivering efficient and effective public service in educational system. Finally, similar researches of this kind may be conducted such as Grievance Committees on a higher level, (eg. Division Grievance Committee, Regional Grievance Committee etc.) and even the other sectors of the society on whom the employees may properly address their grievances or complaints.
