| General note | This study was conducted to assess the competency levels of agricultural service providers of hybrid rice production in Nueva Vizcaya.<br/><br/> The study was undertaken in three (3) municipalities of Nueva Vizcaya namely: Dupax del Norte, Bayombong and Quezon where there is use and production of hybrid rice.<br/><br/> Data were gathered through structured questionnaires administered to 148 respondents composed of 71 agricultural service providers in high yielding. 41 in medium yielding, and 36 in low yielding hybrid rice producing municipalities. This was further enhanced by key informants' interviews. The study was conducted from December 2015 to January 2016.<br/><br/> The study used descriptive-inferential method of research. The 0.05 probability level of significance was the critical point reference for the analysis of data results, which were presented in the narrative reportorial method and portrayed in tabular forms.<br/><br/> The respondents were mostly 45 years old, mostly males and married, with other sources of income from combination of agriculture-related projects, farm labor, construction, and others. They have low educational attainment ranging from elementary to high school undergraduates and they belong to families with 2-7 household members. Mostly were landless but seasoned farmers with 31 years of experience in farming, who were either tenants, and were either into groups providing services for the pulling of seedlings, or transplanting and harvesting. Respondents were mostly paid per bundle or per day in pulling seedling, by contract for transplanting and harvesting and mostly paid in advance by the land owners. They considered their hiring rate from high to very high in pulling of seedlings, low to moderate for transplanting, and high in harvesting: commonly working for farmers with exceptional behavior, in a very good and safe farm location. And only some of respondents have attended trainings related to agriculture and rice, and very few are members to agricultural related organizations or availed agricultural support programs, but some have hospitalization benefits.<br/><br/> Result of the study indicated that the overall competency of agricultural service providers in cultural production of hybrid rice is high. This result is credited with the very good leadership capability of team leaders fondly called as "kabesilya". It indicates further that the higher the capability of team leader, the higher would be the competency of agricultural service providers. Therefore, it is encouraged that team leaders may participate in rice production trainings to further enhance their technical capabilities.<br/><br/> Furthermore, agricultural service providers who have other sources of income from combinations of agriculture-related projects, construction, farm labor and others, working on safe environment and on locations with higher yield on hybrid rice but with service providers who command lower hiring or payment rate on pulling of seedlings and have poorer farm location have higher competency on cultural production of hybrid rice. For this, concerned agencies in the province and in municipalities like agriculture offices, training institutions and academe may continue and intensify implementation of livelihood projects and AEWs to equip agricultural service providers in the province to provide more training on agriculture-related and non-related enterprises most especially to service providers who are lesser competent to augment their income during lean-months when work in farm is scarce.<br/><br/> The competency of agricultural service providers in hybrid rice production in Nueva Vizcaya is regarded as high and significantly differed on high, medium and low yielding areas. As competency levels of service providers in seeds and seed preparation, seedbed preparation, care and management of seedlings, crop establishment, and crop management improves, yield increases. Agricultural service providers in lower yielding areas may immerse on areas considered as high yielding to improve their skills on previously mentioned cultural practices of hybrid rice production. |
