| General note | This study was conducted to assess the effectiveness of the Gawad Kalinga (GK) program implemented in the province of Nueva Vizcaya.<br/><br/> The study was undertaken in six (6) GK sites in the province of Nueva Vizcaya situated at Malasin and Macabenga in Dupax del Norte, Aliaga in Bambang, Banganan in Aritao, Bascaran in Solano and Namamparan in Diadi. A total of 131 respondents were randomly chosen from the study sites. The study was conducted from September to December 2015.<br/>A questionnaire was developed and administered to the beneficiaries, community leaders and caretaker team of the GK in Nueva Vizcaya. The data were gathered through an interview schedule, key informants and from secondary sources. The data were analyzed using descriptive inferential statistics. The 0.05 probability level was the critical point of reference for the analysis of data. Results were presented in the narrative reportorial method and portrayed in tabular forms.<br/><br/> The respondents have an average age of 42.83 years, predominated by the Ilocanos, mostly married, with an average of three (3) dependents, mostly elementary to high school graduates, predominantly Roman Catholics, engaged in manual labor such as farming, construction workers and drivers, with an average monthly income of P3,265.65, and residing in the GK for an average of 7.47years.The extent of services rendered by various institutions/agencies is high, the performance of personnel assigned to GK sites is high; and suitability of the mechanics of GK implementation was rated as moderately low,<br/>The performance of the GK Program in terms of social development was moderately low, community development was measured as moderately low, while infrastructure development is rated as high. The overall performance of the GK is high.<br/>The foremost problems experienced by the beneficiaries include the source of potable water for the use of the beneficiaries, the concreting of the farm to market road, and additional septic tanks. Other problems with less severity include sustainability of enterprises/livelihood programs, cultivation of the Bayan-anihan plot for vegetable production, SISTEMA program, health system, health services and facilities, SAGIP values formation activities, SIBOL, pre-school program, and SIGA barkadahan sessions.<br/><br/> The performance of GK in Nueva Vizcaya significantly correlated with the number of dependents and years of stay in GK areas.<br/><br/> The extent of implementation of the various institutional development support activities inherent to the GK program is directly related to the attainment of the goals and objectives of the GK.<br/>The occurrence and severity of the problems affected the performance of the GK in Nueva Vizcaya.<br/><br/> With the above findings, it is concluded that beneficiaries of the program who have lesser number of dependents and who have been staying in the GK sites for longer periods have acquired more benefits from Gawad Kalinga program, hence, beneficiaries should be encouraged to practice family planning to have lesser number of their dependents not only for financial reasons but also for better access to health services, education and food sufficiency. Beneficiaries who have been staying fonder in the GK sites should be encouraged to become counselors and mobilizers to motivate newer members in the protection and rehabilitation of the environment, ensuring food sufficiency and in the formation of income generating projects.<br/><br/> To attain the goals and objectives of the GK, corresponding institutional development support from agencies and institutions need to be properly implemented as planned to attain the goals of the GK Program in terms of social development, community development and infrastructure development.<br/><br/> Unresolved problems in the various components of the GK Program affected the performance of the GK in Nueva Vizcaya. Problem identification through scientific analysis should be done through monitoring and evaluation with the assistance of the implementers to detect potential and persistent problems for its speedy resolutions.<br/><br/><br/><br/><br/><br/><br/><br/><br/><br/><br/><br/> |
