| General note | The study was conducted to evaluate the performance of the province of Nueva Vizcaya with regard to the rabies prevention and control program performed for the last five years from 2005 to 2009 The accomplishment of the province was assessed by using the modified scorecard for the evaluation of rabies control program and the findings suggested that it has an average of only 42.8 points The accomplishment of the province regarding rabies control and prevention from 2005 to 2009 has an increasing trend. Findings show 42 points in 2005 and decreases from 2006 and 2007 with 40 points each and a sudden rise in 2008 with 48 points and decrease to 42 points in 2009. The accomplishment of the province last 2001 to 2005 had an average of 35.8 points. The performance of the province from 2005 to 2009 compared to the results from 2001 to 2005 shows and increases of about 7 points showing an improvement on the rabies prevention and control program in the province.<br/><br/>The Provincial Veterinary Office provides technical assistance such as consultations, dog vaccinations, deworming of animals, and dog population control like castration. In logistic support, the office provides vaccines and dewormers and other paraphernalia. The advocacy of the office includes press releases, for example, radio and television guesting and plugging for the promotion of responsible pet ownership, displays of billboards, posters, streamers and tarpaulins, distributions of flyers, film showing and organizing dog shows and parades.<br/><br/>Three hundred ninety-seven respondents (dog owners) were evaluated on their practice on responsible pet ownership in the province of Nueva Vizcaya. Local implementers from the fifteen municipalities were interviewed to assess their perceptions on the issues and factors relevant to the issues and implementation of rabies prevention and control program.<br/><br/>The assessment on the practice on pet ownership shows that Novo Vizcayano’s have improved in maintaining the control over their dogs Sixty one percent leashed or caged their animal and 65% had their dogs immunized from 2005 to 2009 compared to 42% and 35% respectively 2001 to 2005. <br/>Based on the interview on the local program implementers of rabies prevention and control program, it showed that there is a deficiency of coordination between the groups conducting vaccinations with local government units Only fifty three percent of these agencies/NGOs submit reports to the implementers. <br/><br/>It is recommended that these government agencies should be encouraged to establish dog pounds and animal bite treatment centers in the province, outsourcing more information-education campaigns, rabies prevention and control be added in the curricula in schools, "tandoks" must be prohibited, submission of records of vaccinations must be mandatory, all municipalities should have municipal veterinarians and independent body such as academe should periodically assess the achievements of every municipality<br/> |
