| General note | This study was conducted to evaluate the implementation of the forest protection and law enforcement program at DENR, Ifugao, Specifically, it was carried out to determine and describe the demographic, psychological, and administrative characteristics of the employees of the Community Environment and Natural Resources Offices (CENRO) of the municipalities of Lamut and Alfonso Lista, Ifugao, evaluate the level of implementation of the forest protection and law enforcement program as implemented in the two CENROs, and to ascertain the relationship between the level of implementation and the demographic, psychological and administrative variables.<br/><br/> The respondents of the study were 50 foresters and forest rangers randomly selected from a total of 64 employees. The descriptive statistics such as frequency and percentage distribution, ranges, means, and standard deviation were used to evaluate the demographic, psychological and administrative variables as well as the level of implementation of the forest protection and law enforcement program. The simple correlation analysis was used to evaluate the association of any single demographic, psychological, or administrative variable with the level of implementation. The backward stepwise multiple correlation and regression analyses were employed to determine multiple correlation and the prediction model relating the level of implementation and the demographic, psychological, and administrative variables. The t-test and the F-test were used in evaluating the significance of the simple and multiple correlation coefficients, respectively<br/><br/> Results of the study revealed the general profile of the respondents. The ages of the respondents ranged from 32 to 64 years old with a mean of 44.64 years and a standard deviation of 6. 59 years. Majority (52%) belongs to the 40 to 49 years bracket. Seventy-eight percent are males and 90% were married. Most (70%) were holders of bachelor's degrees and 62% occupied the position of forest rangers. Most (58%) did not attend any paralegal training. Their annual salaries ranged from PhP60000 to PhP262529 per annum with a mean of PhP117223.50 and a standard deviation of PhP40812.15. Half of the respondents have annual salaries within the PhP100000 to PhP149009 bracket<br/><br/> The respondents showed a positive attitude on forest protection and law enforcement program, provisions of adequate funds for forest protection activities, performance of duties without being watched or supervised, people abiding with the strict implementation of the forest protection and law enforcement program, difficulty of implementing the program, and granting of incentives to performing employees. They however revealed a negative attitude towards providing firearms to employees for better performance of duties.<br/><br/> The respondents revealed that they have very strong perceptions towards the following: forest would be denuded without protection; the forests provide multiple benefits, the implementation of the program is affected by political interventions, the successful implementation of the program requires everybody's involvement, massive information and education campaign is vital in the conservation of forests, and foresters and forest rangers must concentrate on their work and should not be given duties in other units.<br/><br/> The respondents considered very important to have additional manpower in the implementation of the program, to have permanent paralegal officer to handle a case until it will be settled, to have adequate vehicles and supplies, to conduct frequent visit to clientele, and to strictly implement forest laws, rules and regulations. As to leadership styles, the respondents observed that their CENROS, Forest Management Specialist, and Forest Protection Officers are democratic<br/><br/> Overall, the mean level of implementation of the forest protection and law enforcement program at DENR, Ifugao was considered by the respondents as "moderate"<br/><br/> Position/designation and number of paralegal trainings attended were found to have significant but negative or indirect correlation with level of implementation. None among the psychological, and administrative variables was found to have significant correlation with level of implementation<br/><br/> The regression model relating level of implementation and demographic variables is found to have multiple correlation coefficient of R-0511 with a corresponding probability value of p=0.034 which is significant. The model can explain only 26.11% of the variability in the level of implementation.<br/><br/> No regression model was developed between level of implementation and psychological or administrative variables because of insignificant correlation coefficients obtained.<br/> A regression model relating the level of implementation and the combined independent variables was found to have a multiple correlation coefficient of R = 0.586 with the corresponding probability level of p = 0.033 This model can explain only up to 34.34% of the fluctuations in the level of implementations.<br/> |
