General note On July 16, 1990, a magnitude 7.8 earthquake caused a death toll of 1,283, 460 missing. and 3,516 injured, 104,614 damaged buildings and properties, and a damage cost of 99 billion pesos. For these reasons, the Rapid Earthquake Damage Assessment System (REDAS) was developed by PHIVOLCS in 2002. Its purpose was to compute earthquake impacts in terms of physical damage, casualties, and economic loss. However, REDAS is practiced only by highly technical people, most of which are lacking in the barangay level. This gap limits the use of REDAS only to the higher level LGU's. Thus, this study aimed to fill that gap by capacitating the BLGU through the use of modules. In this study, three barangays were selected as pilot sites for risk assessment.<br/><br/> Results showed that majority of the buildings were 5-10 meters wide and with depths of 10-15 meters Buildings were dominantly in good to fair condition, mostly one family residential building made of reinforced concrete beams, columns, and floors. The number of people per building ranged from 1 to 10. Common roof frame material was wood, followed by steel with galvanized iron sheets. The majority did not have basement, and all buildings had experienced minor flooding. All buildings were founded on dense soil and soft rock and located on generally flat terrain. The common window type was glass panels. These buildings used concrete hollow block as wall material. All parking spaces were at adjacent ground level.<br/><br/> Based on the GIS modelling, Magsaysay had the most affected settlements, followed by DDM and DTM. In terms of casualty, DDM had the most number of casualty, while Magsaysay had the least.<br/><br/> The Vulnerability curve for concrete structures showed that at Intensity 6, damage probability was 2.81% then at Intensity 8, probability was 41.43%. At Intensity 9, probability was 68.31% and at Intensity 11, probability was 95.12%. For wooden structures, damage probability is 9.72% at Intensity 6 and 44.15% at Intensity 8. At Intensity 9, probability is 62.7% and 87.00% at Intensity 11. Comparison of the vulnerability curves showed that at intensity 9 and above, concrete buildings were more prone to damage while at intensity 8 and lower, wooden building were more prone to damage. At Intensity 8.3, damage probabilities for concrete and wooden structures intersected at 50%.<br/><br/> Risk maps of damage state showed that the smallest number of damaged buildings were located in yellow colored areas while dark red areas signify the largest number of damaged structures Risk maps of economic loss showed that the smallest amount of damage in million pesos were located in blue colored areas while purple areas signify the largest amount of economic loss. Results showed that DTM had the most damaged count of 163.1 and likewise the least damage count of 3.29. Magsaysay had the largest economic loss of PhP61 million while D'TM had the smallest economic loss of PhP1 million.<br/><br/> The enhanced REDAS protocol is tailor-fitted for the grassroots level or the barangay LGU's. Training were conducted in-house or in their respective barangay halls. Since several lengthy topics are removed from the existing protocol, the duration was reduced from 6 down to 2 to 3 days depending on the pacing of the trainee. There were no incurred expenses since accommodation and venue was removed.<br/><br/> While performing risk assessment, a total of six modules was prepared to be easily absorbed at the barangay level. It included all necessary procedures starting from training of enumerators to performing risk assessment and producing of risk maps.<br/><br/>Keywords: Exposure, Hazard, Modelling, Risk Assessment, Simulation, Vulnerability
