General note This study was conducted from December 2017 to April 2018 to assess the socioeconomic dimensions of the National Greening Program (NGP) in Nueva Vizcaya, Philippines. Ten (10) NGP barangays in the municipalities of Aritao, Bayombong, Kasibu, Quezon and Sta. Fe were selected using multi-stage sampling method. Respondents consisted of 261 beneficiaries of NGP were in turn randomly selected from the study sites.<br/><br/> A questionnaire was developed, validated and administered to the respondents. The data were gathered through interview schedule from key informants and from secondary sources. The responses in the questionnaires were processed and analyzed using summary statistics. Biophysical assessment of the selected sites (by Geographical Information System and time-series methods) was likewise employed to supplement the discussion on socioeconomic improvements in the NGP areas.<br/><br/> Based on secondary data, all NGP sites were deemed fit for NGP, hence capable of becoming productive. There was very high correlation between closed forest sites and average survival of planted seedlings, but survival was negatively moderately correlated with areas with Type III Climate. NGP success on open areas was still attributable to ecological services provided by adjacent healthy forests.<br/><br/> The respondents coming from different Peoples Organizations (PO) were predominantly males. About two-thirds of the respondents were middle-aged, majority was married. Ethnicity comprised of migrants from neighboring provinces of Ifugao, Benguet and Mountain Province. They were mostly high school undergraduates, and with varied occupation but predominantly farmers.<br/> In connection to NGP's mechanics of implementation, respondents and key informants alike said that NGP is a "joint effort of DENR and community." However, respondents felt that other supposed players do not fare well in terms of participation to NGP Respondents disagreed that national government agencies (NGA), academe, financial institutions as well as local governments provide much help in the implementation of NGP.<br/><br/> All the respondents agreed that Department of Environment and Natural Resources (DENR) organization was effective leader and facilitator of NGP and its components However, they believed DENR office and personnel must improve their efficiency in releasing funds, cutoff time in processing documents and contracts and assuming transparency in transactions.<br/><br/> As regard NGP performance, about 21 tree species were utilized as planting materials by the studied POs. Coffee (Coffea sp) was the most popular, which is used by 10 out of 11 POs. Average survival rate among the towns was 81 percent which is lower than the national standard (85%).<br/><br/> The surveyed individuals generally agreed that among NGP activities, production of seedling was most economically (individually) rewarding. Respondents also showed high regard to NGP as a sustainable source of livelihood for its latent ecological services although it is not the ultimate solution to productivity.<br/><br/> The respondents divulged that NGP has augmented their monthly income. Nevertheless, the moderate perception to NGP impacts to livelihood was affected by specific factors. Among which, the respondents agreed that economic success of NGP is attributable to the way community involvement was valued by NGP. The program's fast delivery of promised payments all contributed to positive perception of people towards the said program.<br/><br/> Majority of respondents agreed that NGP is rewarding both individually and collectively. They likewise agreed that NGP will eventually solve forestry-related problems such as illegal timber harvesting and squatting. They also believed that NGP is an entry point for political players to reach out to their needs and wants.<br/><br/> Thus, the respondents accepted NGP as important to their life in the uplands because it has an impact to their economic status, their social collective and environmental consciousness.
