The study dealt on the following problems: 1) What is the degree of attendance and of involvement of the participants in the Barangay Development Council Participatory Planning-Budgeting Workshop (BDCPPBW) in 1996? 2) What is the degree of influence of the Barangay Development Council (BDC) to the Executive Branch of Barangay Government on the adoption into the Executive Budget of the BDC identified priority development projects/activities? 3) What is the degree of influence of the BDC to the Legislative Branch of Barangay Government on the adoption into the Appropriation Ordinance of the BDC identified priority development projects/activities? 4) What is the degree of influence of the BDC on the implementation of the BDC identified priority development projects/activities? 5) What is the relationship of the Barangay Development Council by attendance and by the involvement of the participants in the Barangay Participatory Planning-Budgeting Workshop (BPPBW) Process to the 5.1) Adoption of the BDC identified priority development projects/activities into the Executive Budget? 5.2) Adoption of the BDC identified priority development projects/activities into the Appropriation Ordinance? 5.3) Implementation of the BDC identified priority development projects/activities?

Total enumeration of the 24 GOLD Project pilot barangays in Nueva Vizcaya was conducted for attendance in the BDC, adoption into the Executive Budget and into the Appropriation Ordinance and implementation of BDC identified priority development projects/activities. Process involvement in the BDC considered 4 samples per barangay of the said 24 barangays totaling 96 respondents to an interview schedule.

Percentages and frequencies were used in determining the degree of attendance and the degree of process involvement in the BDC from the data extracted from documented proceedings and interview schedule, respectively using forms especially designed for this study. Percentages and frequencies were also used in finding out the degree of influence of the BDC to the Executive Branch, the Legislative Branch and the implementation of the BDC identified priority development projects/activities. The Pearson Product-Moment of correlation was utilized in determining the relationships of attendance and process involvement in the BDC with the adoption into the Executive Budget, into the Appropriation Ordinance, and with the implementation of BDC identified priority development projects/activities.

Results showed "fair" to "high" attendance and "high process involvement" in the BDC Inspite of these, influence of the BDC to the Executive and Legislative actions to BDC identified priority development projects/activities is low.

There is no significant relationship between the independent variables attendance and process involvement in the BDC and the dependent variables adoption into the Executive Budget or adoption into the Appropriation Ordinance of the BDC identified priority development projects/activities. Interestingly, taking the overall mean result of the influence of the BDC to the implementation of the BDC identified priority development projects/activities is fair.

Attendance may not have significant relationship with implementation but process involvement in the BDC has significant relationship with implementation of BDC identified priority development projects/activities.
