This study aimed to determine the relationship between the teachers' performance in English Proficiency Test and National Achievement Test performance of Grade III pupils in English of the nine Northern Districts in the Division of Nueva Vizcaya.

The descriptive-inferential method of research was employed. The data were analyzed using the descriptive and inferential statistics through the correlation procedures. The subjects of study were the ninety-nine (99) Grade three teachers who took the Teachers' English Proficiency Test (TEPT) on April 28, 2013. The data gathered used questionnaire on the teacher-respondents profile and records of the result of TEPT and National Achievement Test (NAT) III in English from the records of the Department of Education, Division of Nueva Vizcaya.

Frequency, percentage distribution and standard deviation were utilized for profiling the teacher-respondents. For the level of performance of teachers in the TEPT and NAT performance in English of Grade III pupils, the mean percentage score and standard deviation was used. In determining whether there is a significant difference between the NAT performance in English of Grade III pupils and the teachers' performance in TEPT when teachers are grouped according to the level of TEPT, the test of difference (t-test/F-test) was used. Test of significant relationship employed the Pearson-Moment Correlation Coefficient and the coefficient of multiple determinations and multiple regressions were used to compute the predictors. The test on the significance is set at 0.05.

The following conclusions were drawn: As to the Profile of the Grade III Teachers of the Northern District of Nueva Vizcaya - Majority of the respondents were within the middle age, are dominated by females, and less than majority of the respondents' parents are college graduate. For the Academic Related Profile of the Grade III Teachers More than majority of the teachers teaching grade 3 were enrolled in advanced courses, all are eligible, less than majority of the respondents were Teacher III, less than majority are still new in the service, and more than majority taught the pupils for a period of 1-5 years and a very low percentage of them attended regional level seminars. The Level of Performance of Teachers in the TEPT is moderate. The Level of Performance of Grade III Pupils in NAT English is average. Generally, the NAT performance level of the pupils of the respondents is within average as indicated by the overall average MPS of 62.04. The performance of grade III pupils in NAT English is not associated with the teachers' performance in English Proficiency Test. The teachers' performance in TEPT is associated to the variables age, performance rating and years in service. The pupils' performance in NAT English is not influenced by the teachers' performance in English Proficiency Test. The teachers' performance in English Proficiency Test is linked with pupils' performance in NAT English particularly in grammar. The teachers' performance in English Proficiency Test stood out to be independent to any predictors or variables.
