Entrepreneurship is recognized as a tool in achieving economic development. As such, government are found to be very much supportive in all of its endeavors. Support to micro entrepreneurs is the centerpiece of many legislations and one particular law geared towards helping the micro entrepreneurs in the Philippines is the BMBE Act of 2002.

This study focused in assessing the implementation of the BMBE in the province of Nueva Vizcaya. The 37 entrepreneurs awarded with BMBE certificates served as respondents in the study while the government agencies implementing the BMBE served as Key Informants.

The research used the IPO model in defining the research paradigm, and gathered data through a survey and key informant interview. The data were processed using frequency and percentages, weighted mean, and Pearson product moment correlation coefficient.

The result of the study showed that female millennials engaged in processing business, operating in 100,000 pesos and below revolving capital dominated the BMBE entrepreneurs and majority of the BMBE implementing agencies had no specific budget allocation and human resource assigned. The study also revealed that majority of the BMBE entrepreneurs were not aware of the incentives and benefits in its entirety hence its non-ailment. Because of this, the BMBE entrepreneurs rated most of the implementing agencies with a Satisfied rating, and perceived them to be Less Effective in the implementation. Age is found to be significantly correlated in the level of satisfaction and perceived effectiveness. The entrepreneur’s issue was centered in the information dissemination and recommended its intensive campaign.
